Moros first appears after you perform the Fated Intervention Incantation and then drop to zero health on a run, where he hands over the Fated List and leaves.

To bring him back for good, select the Doom Harbinger prophecy from the Fated List, which adds a new cauldron incantation called Doomed Beckoning, costing 3 Fate Fabric and 1 Nightshade.
