For most of the game, interacting with him just makes him snore. As of patch v1.0, gifting him Nectar gets you nothing more than a half-mumbled "Welcome to the haah..." before he drifts off again, so his bond cannot progress like a normal character until he is awake.
That makes Hypnos less of a gameplay character and more of a long-running side quest. He is a reminder that Chronos takeover did not just imprison the family, it left some of them in states that take real effort to undo.
You wake Hypnos by repeatedly using the Dream Vapors with Medea help, then entering his psyche to pull him out of the coma.
