The wiki describes a Memory Locket as a "keepsake containing a precious memory" that can be used to expand a Crest. In practice, each locket unlocks one extra tool slot.
There are exactly 20 in the game, the wiki notes, which is enough to open every slot across Hornet's Crests. They are the Silksong equivalent of stacking notches in the original Hollow Knight.

Crest tools equipped at once, which is where most of Hornet's flexibility comes from.
You can hold a maximum of 20 lockets at a time, which is also the exact number in the game. There is no surplus to waste, so every one matters.
Each locket opens one slot, and the tool colour the slot accepts depends on the Crest you spend it on. Red slots take attack tools, Blue take defensive tools, and Yellow take exploration tools.
Because there are precisely 20 lockets for 20 slots, the system is a closed loop. The wiki notes the full set is enough to unlock every slot, so a completionist run fills out all of Hornet's
tool capacity.
Spend lockets on the Crests you actually play first. The slots are permanent once placed, so front-load the Crest that matches your style rather than spreading them thin across all of them.
Most Memory Lockets are scattered as hidden pickups across Pharloom, rewarding exploration over combat. Per the wiki, they turn up in regions spanning the whole map.

The wiki also notes that two lockets can relocate in Act 3 if you have not picked them up yet, so a few are tied to your progress rather than fixed in place.
If you would rather pay than hunt, three vendors sell Memory Lockets for Rosaries. The price climbs the later the merchant shows up.

Mort is the cheapest and earliest, so a quick stop in Far Fields is the most economical way to grab a few before you have cleared the
Blasted Steps and reached Grindle.
Memory Lockets are the fast track to
Eva's upgrades, since her thresholds count unlocked tool and skill slots. Every locket you spend pushes you closer to her next reward.
Her track lands a Yellow Tool Vesticrest slot at 12 slots, a Blue Tool slot at 20, a fully evolved Hunter Crest at 27, and the Sylphsong ability at 32. The wiki specifies this count "does not count any slots from the Hunter Crest, or any unused Memory Lockets."
That caveat is the catch most players miss. Lockets sitting in your inventory do nothing for Eva, and slots spent on the Hunter Crest do not advance her track at all.
