The key requirement is the Clawline. The wiki states the Clawline is needed to access Mount Fay, so you cannot reach it until that mid-game movement skill is in hand.
Because it is cold and vertical, the area doubles as a platforming test. Reaching its rewards means climbing past icy cliffs and the creatures that nest on them.
Unlock the Slab's Bellway first so you can fast travel back. In actual play, Mount Fay is remote enough that a nearby Bellway saves a long return trip each visit.

Tucked inside Mount Fay is Brightvein, a hidden bright cave with its own challenge. Per the wiki, it is a bright, icy cave reached by going south and west from the south-eastern bench.
Getting in needs a specific trick. The wiki notes you use Silk Soar on a rock floating in the ice water in the room west of the large chasm to reach it.
