Ranks II through V each cost Nightmare, and the rank VI jump to 8 Destructive ranks unlocks through the Hephaestus Legendary boon Premium Service. A higher ceiling means a higher damage peak: at rank I you cap out at 2 Destructive, while at rank VI you can stack to 8, which is the difference between a small ramp and a serious one.
The ceiling only matters if you reach it, so pair high ranks with strong Special uptime. There is no point holding a cap of 8 Destructive if your build can only feed enough blasts to reach 3 or 4 in a typical fight.
