The color-changing phantoms are a deliberate visual hint from the developers telling you how many more evolved weapons you need before Alucard Shield can trigger. When you see blue phantoms, the next chest has a chance to gift you Alucard Shield.
Normally you are capped at 6 weapons per run. Alucard Shield breaks that cap. You can end a run with 11+ active weapons, all triggering simultaneously. The Shield itself also deals massive damage as a hovering projectile. This is one of the strongest endgame tools in the entire game.
