He starts out mobile. According to the wiki, Rakshasa can only be found inside dungeons at first, offering three goods that usually favor the food of the region you are currently in, like pumpkins while you crusade through
Anura.
His home base is the sea. The wiki points out he later sets up next to the door to

Rakshasa has a secret boss fight, and you start it by attacking the giant snail behind his stall. Per the wiki, that snail is his wife, and he warns and insults you with every hit you land on her.
