Frostwalker is an AoE weapon that scales with Size. Size Tome widens the freeze field directly, and Noelle's passive adds another 0.75% Size each level on top. Every Size Tome upgrade increases the number of enemies inside the zone, which raises the 0.02x frozen-enemy damage multiplier from the passive.
Keep enemies inside the freeze zone
The passive damage multiplier only applies to currently frozen enemies. Positioning matters: stand where waves walk into the freeze field rather than chasing enemies. Cooldown Tome reduces the time between freeze pulses so enemies thaw less between hits.
Lightning Staff clears frozen groups fast
Lightning Staff chains between nearby enemies. Against a frozen group, one Lightning Staff hit bounces to every enemy in the zone. Combined with the passive damage multiplier from having many frozen enemies, Lightning Staff deals far more in a freeze zone than it does against scattered targets.
